3. OTHER ACTIVITIES
1. My draft memorandum for the DD/P Training Officer on our
prospective new program of Americans Abroad briefings is ready
for your review. I am suggesting that we set 1 February as the
cut-in date for us to be ready with the new-style briefings on
those countries with which our staff is at present reasonably
familiar. Other countries would be added only to meet indicated
Agency (and especially DD/P) need. All briefings will be tailored
as far as possible to the actual situations and, problems the employee
and dependent can be expected to meet on his first tour in a given
country. We are continuing to hold frequent meetings of the Area
Staff in our endeavor to carry out a thoroughgoing revision of the
program.
2. ~ returned from a two weeks' course on European regional
organization at F.S.I. Although coordination of the various topics
and speakers was inadequate, a number of individual talks in the
series proved of value. The most outstandin contribution was
of P.-H. Spaal, Secretary-General of NATO. who joined
on this occasion, was much impressed as were other Agency personnel.
Most of the other speakers, however, fell considerably below Mr. Spaak's
level of frankness and depth of personal analysis.
