1. has completed, and we have forwarded to C/FE a proposal
for a ong-range area training program on the Far East, tailored
to FE requirements and pressures. This represents a new and
perhaps more realistic approach to the problem of area training
for the Clandestine Services. It is hoped that 0 loan
to us may be extended during the eriod of discussion of the
program with FE, particularly asL has done such thorough
work on the proposal.
2. Cancellation of the September offering of the IOE will not
soften or discourage our efforts to establish this program as
