OTHER ACTIVITIES i. My forthcoming report on the Maxwell Institute on American Overseas Operations, in which C/LAS and I participated from 10 to 28 August, will reflect my mixed feelings concerning the value of this program as presently organized. All 16 participants agreed on the worthwhileness of their mutual contacts within the group but considered that Syracuse University's contribution by way of formal course content was not sufficiently oriented toward the prime target of identifying and evaluating overseas success factors, per- sonnel selection criteria, and training techniques. The consensus was that the Institute as presently organized should be compressed from three to two weeks' duration. Corrective measures may be anticipated for the 1960 In- stitute, partly as a result of a forthright critique session held with Dean Cleveland on the last evening (27 August). It was agreed that the Maxwell Institute is at present by far the most promising center in the country for the study of problems of effective performance of Americans overseas, and in my opinion Dean Cleveland showed every intention of revising the present plan of the Institute in order to increase its impact on those concerned with these problems. 2. The proposed coordinated long range area training program for the Far East, prepared by was forwarded to FE Division this week in multiple copies for circulation and study by FE components, prior to a joint conference on the subject. This conference, expected to be held next week, will seek agreement on an area program which FE will be formally committed to support with students. After 3z months of travelling in Africa and the Middle East, color slides, and an empty purse. He is now preparing an illustrated briefing which will first be presented, probably late next week, to interested LAS personnel. He says he will let few escape! Meanwhile, he is turning his attention to the considerable backlog of inquiries concerning training on these areas, which were received during his absence,from interested DDP and DDS components.
