No technical problems in writing contract.
Contract would have to be "Independent Contractors"
without accrual of benefits - based on an hourly
payment for SERVICE. This type of contract
eliminates charging of individual to ceiling.

Situation a policy matter.
If decision is made to assist State Department in this
matter, the Office of Security would examine
Department of State security files to insure the
contract employee meets CIA security requirements
for such employees.

Budget not of concern as State Department has agreed
to reduce annual charge to Agency by amount contractors
paid.
Mr. Warner, Deputy General Counsel
Mr. Warner was skeptical about our taking State's people under
contract, considering the intent of Congress in the act.
He also stated that if CIA did execute the contracts, State
Department would be knowledgeable in more than a few
offices that "CIA bailed us out of a very touchy situation. "
If this got back to the committee, particularly Mr. Rooney,
our situation might be untenable. Mr. Warner will contact
the General Counsel's office of State Department and
determine v,vhere the pressure lies in this situation. He
