MEMORANDUM OF TELEPHONE CONVERSATION
At 0900 was called by Commander Savadkin, who
stated that they would like to have a joint panel meet with the semi-
nars in the afternoon, and that there would be four seminar groups.

I would prefer not to answer this question now, but will determine
the number and give you this information in our written reply.
asked what time the Naval War College program
started in the morning.
Savadkin We normally start sometime after 0830 and run until 1230, then go
to the Club for lunch and return around 1400 for the afternoon session.
However, for your program we have set aside the entire day, and we
can start from 1230 and work back to determine the starting time for
your pre sentation.
As we have planned the program, there would be two fifty-minute
lectures followed by either a fifty-minute or a thirty-minute question
period as suggested in your little pamphlet.
Savadkin We will plan to allow an hour for questions to the panel and this
would mean a three-hour program. We would then start approximately
at 0930 as a very respectable hour. Will there be a Naval officer in
your party?
Do you mean that you would like to have a Naval officer who is
presently assigned on duty to the Agency, or would you like to have
a Naval officer from the Pentagon accompany the party?
Savadkin I had in mind someone like Captain Bulkeley on the joint Staff who,
I believe, served as liaison in arranging for attendance in the program
Project USEFUL. The students in the War College will be concerned
with an exercise in which they are playing the role of the joint Staff
at the ICS level.

I believe that our representative will be able to handle the joint
Staff approach from the JCS level, because that is the place at
which our joint planning initiates and goes on from there. However,
I will be glad to try to arrange for a Naval officer if you desire.
Savadkin No, if your representative can handle this position, there would be
no need for it whatsoever.
Our plan will be to arrive by air the afternoon before the presentation,
and we will depart from the Naval War College on the 20th in time to
arrive back here sometime during that same evening. I will try to
arrange air transportation at this end. Will you be good enough to
extend an invitation from the Naval War College to Colonel Dickson
so that we are not in the position of extending a back-door invitation
to him from here.
Savadkin Yes, indeed. I will certainly do that and will get a letter off to him
within the next few days. I will have a duty officer meet you on your
arrival. Would you prefer to stay at the BOQ or one of the local
STATINTL hotels?
I think that the BOQ would be preferable, and I will give you all
pertinent details concerning our arrival and the information concerning
those in the party in a formal letter of reply.
Savadkin Fine. We are looking forward to seeing you.
