McElroy Secretary of Defense Department of Defense Washington, D. C, Dear Mr. Secretary; In accordance with recent instructions from the National Security Council, I am sending to you the requirements of the Intelligence Community for the communication of critical intelligence, as developed in the Intelligence Advisory Committee. Critical intelligence has been defined as "that intelligence indicating a situation or pertaining to a situation which affects the security or interests of the US to such an extent that it may require the immediate attention of the President." Although it is impossible to predict all eventualities, we believe that most critical intelligence will originate with one or more collecting agencies reporting from the locations on the list contained in Annex A to this letter. It is essential that these locations have adequate communications to handle critical intelligence with the speed desired. In view of our inability to predict all cases, however, it is essential that there be a capability to provide communi- cations or reinforce existing communications on short notice in those areas in which a critical situation appears to be developing and which are not provided with adequate communications. There are a number of areas from which peak loads of critical intel- ligence can be expected. Tidwell of the Central Intelligence Agency. It is recommended that the Secretary of Defense call upon this Committee to sit with his communications authorities. Sincerely, Allen W.
