ANNEX E
April 1958
The Honorable Neil H. McElroy
Secretary of Defense
Department of Defense
Washington, D. C,
Dear Mr. Secretary;
In accordance with recent instructions from the National Security
Council, I am sending to you the requirements of the Intelligence
Community for the communication of critical intelligence, as developed
in the Intelligence Advisory Committee.
Critical intelligence has been defined as "that intelligence indicating

interests of the US to such an extent that it may require the immediate
attention of the President." Although it is impossible to predict all

In order to provide continuing advice and guidance as to intelligence
requirements to the Executive Agent for Communications, the Intelligence
Advisory Committee has formed a Critical Communications Committee under
the chairmanship of Mr. William A. Tidwell of the Central Intelligence
Agency. It is recommended that the Secretary of Defense call upon this
Committee to sit with his communications authorities.
Sincerely,
Allen W. Dulles
Director
