Non-Attack Situations
1. Hostilities between two or more countries which do not pose a
threat of imminent attack against the US or its allies.
2. Major civil disturbances.
3. Assassinations or planned assassination attempts against important
government leaders.
1. Sudden and unannounced changes in top government officials,
especially in the Communist Bloc.
5. Rupture in diplomatic relations.
6. Policy decisions which would jeopardize US strategic interests.
