This information is needed in order for us to better carry out our delegated civil defense responsibilities against the possible use of Special Weapons, overtly or covertly, in the following fields, by the USSR and its satellites: 1. Atomic warfare (Radioactivity aspects) 2. Biological warfare 3. Chemical warfare 4. Radiological warfare 5. Psychological warfare In each of these fields, could you furnish us with the following information: a. Capabilities and inten- tions b. Method of delivery c. Type of attack d.
