In a memorandum dated June 19, 1956, the Executive Secretary
of the National Security Council transmitted to you the Council's request
for a projection of the status of the principal elements and the costs of
the foreign intelligence program in fiscal years 1957 through 1959. On
June Z8 Messrs. White, Amory, and Mason of your agency requested
assistance from the Bureau of the Budget in collecting cost projections
which could be reviewed and adjusted by the Intelligence Advisory Committee
and then incorporated in your response to the National Security Council.
Current and future years' estimates gathered from representatives
of the several interested agencies are shown in the enclosed table. The
table also includes comparable data for fiscal years 1954, 1955. and
1956 collected by the Bureau of the Budget in its past intelligence cost
studies.
We understand the estimates for the current and future fiscal
years, while they do not constitute formal agency recommendations, do
reflect the trends anticipated by responsible intelligence authorities for
their respective services and agencies. Since the agency heads have not
seen these estimates, the Bureau of the Budget of course has not under-
taken to evaluate them.
