Proposed DCID 3/6: Establishment of a Guided
Missile Intelligence Committee
1. NIE 11-6-54, "Soviet Capabilities and Probable
Programs in the Guided Missile Field, " demonstrated serious
deficiencies in our intelligence. Knowledge of Soviet
capabilities in guided missiles is critical to the national
security of the US. In approving DCID 4/4, which established
current National Intelligence Objectives, the It C placed guided
missile intelligence in the highest priority category.
2. As a means of fully utilizing the limited assets of
the intelligence community in this field, the Director of Central
Intelligence proposes to issue a directive which establishes
a Guided Missile Intelligence Committee. A draft of proposed
DCID 3/6 is attached for your review and comment.
3. You are requested to have your representative meet
to discuss this matter at 10:00 Friday, 18 February, in the
Director's Conference Room, Administration Building,
4. Please notify the Secretariat in advance of the meeting
who your representative will be
