MEMORANDUM FOR: The Chairman, Guided Missiles

1. During a recent visit the under- 25X1 C

Officer Details on this project, which is designed

being referred to the U. S. community, as t e success u ovelop-
mont of the equipment will depend in large measure upon considerable
assistance by the U. S. government during the test stage of the
equipment. The Office of Scientific Intelligence, CIA, had been
queried previously as to whether policy arrangements could be made
25X1C to test their equipment against a U. S. guided
missi a prow ng ground, probably White Sands. Reply was made that
25X1C the problem would be placed before the U. S. community for decision
when judged the project to be technically feasible and
they prow dod to the U. S. details of the field test requirement.
OSI/CIA has now been informed affirmatively on the feasibility and
the details of the support needed as sumrmarized in this memorandum.
We are calling the proposal to the attention of the Guided Missile
Intelligence Committee in the interests of getting earliest possible
community consideration and decision.

4. Requirements and Schedule for Test: As stated peeviously,
in order to prove that the equipment will function properly,- 25X1C
-desire to test it against approx r ately ten missile flights
of the Corporal or Vikin t es (or possible Aerobee) from distances
of approxirately The ten missiles are requested
etc., can be used. Other details of anticipated logistic support
that will be required are surimarized in paragraphs following. It
is hoped that the following schedule can be not provided agreement
of mutual assistance is madee

and installed on site: whore it will be operated
throug out the winter. The equipment must be sited before
the snows fall or the operation will be delayed until 1957.

b. Survoy of Sites : The actual distance from the
equiprent to the firing points is not critical and ranges
scaled from naps will be satisfactory. The angular accuracy
or known line of direction is the line which needs be established
accurately and this to 1/10?. It is believed that first order
surveys to sites nay be nocossary in order that star data
recorded may be utilized. The question as to how to accurately
orient the equipment on the launching points is unresolved
as yet. The possibility of utilizing initially a searchlight
beam at night} from the launching points,,, was discussed.

c. Scc, rijty of Sites: U. S. security guards will be
needed to protect the equipment from visual observance. Such
precautions are considered necessary inasmuch as this will be
the largest equipment of its type ever constructed and visual
or photographic leaks could divulge its intended use to a
trained Soviet analyst.
d. Miscellaneous Support and Equipment z
(1) Rail or air transport of the two trailers to
site after debarkation on east coast with security guards
for trip.
(2) Prime movers for two trailers (data concerning
type of hitches will be sent at a later date, as well
as gross weight of trailers).
25X1 C (3) - will have five or six peorlo in the
test team. They will need sleeping equipment if site
is too isolated from commercial facilities. The trailer
will sloop two people,, and this number tr111 25V C
remain at the site at all tines. They will also need
field cooking equipment for this number of people plus
whatever number are on to site,
25X1 C such as security guar s, a c. t was suggested that
possibly some sort of deep heat electric stove of the
infrared rotisserie type might be available for issue.
(4) They will need a radio team and equipment for
contact with test range so as to got count down data and
for other required communications.
(5) They will need a roomtype air conditioner to
install in the trailer containing the recording equip---
r rent. Cubic for'tage of the trailer will be furnished
later.
(6) They will need an auxiliary electrical generation
system to furnish power for all needs except operation
of the trailer equipment proper.
(7) They will need one transit.

(8) Special weather reporting nay be necessary
during firings. This question will he answered at a
later date.

licensing trailers so they can be towed to sites,
(11) They will need one vehicle (probably sedan)
for moving personnel from site to sleeping quarters,, etc.
7. There are some items of data upon which
like to be informed as early as possible:

a. Can as r.iany as ton ballistic type missiles be fired
at White Sands Proving Ground during a fifteen-day period
of 1-15 Juno 1956? These missiles do not have to be fired
specially for the infrared tests but can be those fired in
the regular R&D activities of the Proving Ground.
