SUBJECT : IAC-D-77/J.
Attached are copies of the Army and Navy replies to
the draft of the Budget Analysis on Overt Intelligence
Collection to be discussed at the meeting to be held
with representatives from the IAC agencies, We ,y,
16 February, at,,,IQA.QQ in South Building. The State reply,
wichXwill be delivered later today, will concur in the
draft with only a slight change. Although Air Force
has not submitted a written dissent, I am quite sure that
the Air Force reaction will be similar to the Army's and
in part the Navy's, that is to abbreviate the answers to
question 2 and question 3. I personally feel quite strongly
that we should not delete the detail reflected in answer
to question 2 concerning the PPO, 25X1 A
problem and see no reason why the detail of paragraph 3 c
should be deleted.
