This is a reply to your memorandum of Janu ary.31, 1955 on the above subject, addressed to the Intelligence Advisory Committee. The draft has been reviewed and in general is concurred in. However, it is believed that the two modifications stated below would improve the paper for; submission to the Bureau of the Budget. A statement on external research coordination, suggested by R as an addition to the December version of the paper, was not incorporated in the current draft. R's external research activity has been included in the cost tabulation, and it was believed, therefore, that some reference to a coordinated collection program would be pertinent in the accompanying narrative. I still believe that the paper would. be improved by the inclusion of a brief statement on external research, but this addition is left to your discretion. The following rewrite of sub-section b. Publications Procurement on page 10 is suggested: "Full coordination of publications procurement in the field by all pertinent U.S.. representatives abroad is desirable and neces- sary to utilize available resources fully and to prevent duplication of procurement in response to general requirements.
