Collection Budget Analysis
1. In Section 1 on interagency coordination arrangements, insert
the following additional sub-section:
External Research Clearing; House. The Department of State,
in close liaison with CIA operates a specialized program covering
"external research" interests. Two facilities have been developed
to assist in the coordination of the programs of the IAC agencies and
to prevent duplication by these agencies of research elsewhere avail-
able without cost or available as a result of research contracts
negotiated by various government agencies. These facilities are.,
(1) Control records on in process or recently completed
social science research projects conducted under private
auspices. Titles from these control records are published
annually in a series of 14 subject bibliographies.
(2) A central record of government-sponsored contractual research
in all social sciences on foreign areas. This record
forms the basis for an annual publication, with quarterly
supplements, giving considerable descriptive detail.
2. In Section 2, page 8, paragraph 1, modify to the extent of deleting
the urgent need of Publications Procurement Officers in Djakarta and
Rangoon. The volume of publications activity at these two posts
does not justify the services of full-time officers at this time.
3. In Section 2, page 9, delete paragraph 2 and substitute the
following two paragraphs:
At current staffing levels, Foreign Service reporting
suffers from the inability of officers, under pressure of
other high priority duties, to (1) travel sufficiently outside
post cities, (2) provide basic biographic information, and (3)
prepare analytical reports in the volume required by the
intelligence community.
In many countries where the military are a major political
influence, methods must be found to increase the collection and
evaluation by service attaches of information regarding the
political orientation and activity of leading military figures.
This information should be introduced into regular political
reporting through staff coordination at the posts.
