Approved For Release 2000/08/26 : CIA-RDP61-00549R000300050001-7 IAC-D-103/7 8 August 1958 INTELLIGENCE ADVISORY COMMITTEE MEMORANDUM FOR THE INTELLIGENCE ADVISORY COMMITTEE SUBJECT: Expansion of Activities of IAC Ad Hoc Committee on Exchanges I. The following is an excerpt from the minutes of the OCB meeting of 30 July 1958: "Noted that the IAC subcommittee on East-West exchanges would consider the intelligence aspect of exchanges of scientific equipment with Communist Bloc countries, in addition to its current duties related to exchanges of persons. Further noted that information developed by the subcommittee would be supplied to the East-West Contacts Staff of the Department of State for its use in connection with the interagency coordination of East-West exchange matters. Agreed further that the OCB would consider any cases which are unusual or highly important in nature or in which there is disagree- ment in the interagency committee on East-West contacts." 2. As you are aware, the IAC Ad Hoc Committee on Exchanges thus far has concerned itself only with intelligence aspects of the East- West exchange of persons. To meet this OCB requirement it would appear necessary for the IAC to: (a) instruct the Exchange Committee to expand its activities to include consideration of the intelligence as. pect of proposed exchanges of materiel with the Communist Bloc countries and (b) agree that pertinent information developed by the sub- committee would be supplied to the East-West Contacts Staff of the Department of State. 3.
