The Lebanese Crisis
The Chairman indicated that he had called this special IAC
meeting to review the developing crisis in Lebanon, particularly
in the light of the current disorders and fighting and information
bearing on the possibility that an early formal request might be made
for intervention by the US. The members then exchanged views on
intelligence and information related to the Lebanese situation, in-
cluding late messages or reports which arrived during the course of
the meeting.
As the first order of business, the members discussed the
?special Watch Committee report No. 410-A which was addressed to
the Lebanese situation. The members approved this report subject
to the following amendments: (a) in the second sentence ,of paragraph
3 delete "anywhere near" and substitute "to"; and (b) in the first
sentence of paragraph 4, delete "on" following the word "reports"
and substitute "considered in" for the word "based" following the
words

The Chairman then suggested that the members review the
most recent estimate on the situation in Lebanon (SNIE 36.4-58)
and consider the question of updating that Paper in the light of sub-
sequent developments. He emphasized that he wished to disseminate
any new estimate to the White House as soon as possible. After dis-
cussing pertinent intelligence and information the members agreed
to adjourn temporarily at 1745, pending preparation of a draft special
estimate by a working group under the chairmanship of Mr, Abbot Smith,
Vice Chairman of the Board of National Estimates,
At 2000 the members reconvened and approved the draft
SNIE 36.4.71-58, "The Lebanese Crisis," as amended.
