In his memoranda trans- mitting copies of the new NSCIDs Nos. 1 through 5, as concurred in by the NSC and approved by the President, the Executive Secretary, NSC, indicated that the effective date of these NSCIDs should be considered as 21 April 1958. Consequently, the IAC agencies should regard 21 April rather than 1 April, which had originally been agreed to among the members of the IAC (IAC-M-333, item 3 b), as the effective date for these NSCIDs. Moreover, since new DCIDs can only derive their authority from legally effective NSCIDs, those DCIDs approved by the IAC prior to 21 April 1958 will be considered effective as of 21 April, rather than as of any earlier date on which they received IAC approval.
