1. Approval of Minutes
6 May Meeting
(IAC-M-340)
Approved as written, subject to the following amendment of
the third line of paragraph 5_b: delete the words "first four" and
substitute "second, third and fourth. "
a. Watch Committee Report

Mr. Arneson informed the members regarding a recent
message. from Ambassador McClintock and the members discussed
the situation in Lebanon in considerable detail, especially matters
such as the stability of the government, the attitude of the military,
pertinent external factors and possible implications for the US of these
developments.
The members also referred to the situations in Indonesia,
Venezuela and Algeria (the latter in executive session).
3. Ad Hoc Working Group Report

a. The members noted this report, with the understanding that
page 1 of the annex on Soviet Bloc arms holdings in the Egyptian
Sector (UAR) would be revised to reflect a higher figure for the
MIG 15/17 jet fighters, when that figure is considered firm by the
Air Force, and circulated to holders of the report.

b. The Chairman referred to certain statements presently
carried on the cover of these reports pursuant to an earlier decision
of the IAC (IAC-M-239, 8 May 1956, item 5 b) and the members
concurred in his suggestion that hereafter the statement that
"This paper has not been specifically approved by the IAC itself"
should be deleted. It was also agreed that, in the future, these
reports normally would be noted at the first IAC meeting following
clearance by the working group and prior to the general distribution
of the report; however, it was also understood that situations might
develop which would require a report to be cleared by the IAG agencies
and given general dissemination immediately following its completion
by the working group and prior to the next regular IAG meeting.
4. NIE 13-58

a. Approved as amended.
b. Admiral._Schuirmann stated that a post-mortem and validity
study would be presented for IAC consideration at a later meeting.
c. No member objected to the release of this estimate to USIA.
5. Executive Session
At 1200 the Chairman requested an executive session.

SECRETARY'S NOTES
1. The letter to the Secretary of the Navy, approved by the
IAC on 6 May, was dispatched on 14 May, following notification
by Mr. Cumming's office that the Exchange Committee had no
objections to providing a mass spectrometer to the USSR
(IAC-M-340, item 7).
.2. The list of IAC members present at the meeting of 29 April
(IAC-M.339) should be revised to indicate that "Rear Admiral
Vernon L. Lowrance, Acting Director of Naval Intelligence"
represented the Department of the Navy rather than Rear Admiral
Frost.
