Distribution of General Indicator List to Certain Foreign Governments Agreed to release copies of the General Indicator List (Ref: IAC-M-328, item 3 b) to 25X1 C The Chairman noted that the situation in Indonesia remained critical and discussed with the members recent developments in that area, particularly reports on matters such as possible military and political moves by the central government against the rebels, logistical problems involved in troop movements and the capabilities and equip- ment of dissident troops.. The Chairman commented on the continued tension in North Africa. Mr. Kent noted recent events which were causing friction between Church and State in Italy. He also invited the members' attention to the current political developments in Bolivia, with particular reference to their bearing on certain portions of the last Bolivian estimate (NIE 92-58). Discussion of Assignments for and Composition of Critical Collection Problems Committee (CCPC) Mr. Dulles stressed the importance of the mission of this committee and stated that he was appointing Mr. Robert Amory, Jr. , to serve as its chairman. Various other members furnished the names of their representatives on the committee. It was also agreed 25X1A that should be an observer on the CCPC, par- ticularly in the light of his present assignment to survey potential sources of warning information. The members then concurred in the Chairman's suggestion that the committee's first order of business should be the selection of a technical secretary. In this connection, the Chairman stated that he wished to discuss the matter of the first substantive assignment of the committee further in a restricted session. 6. Release of NIE 100-58 Estimate of the World Situation (Memorandum to IAC, 28 February) Agreed not to release NIE 100-58 to any foreign government. a. Agreed to release NIE 12-58, "Outlook for Stability in the Eastern European Satellites," and NIE 11-2A-58, "The Soviet Atomic Energy Program, " to USIA. b. With respect to future procedure in the release of estimates to USIA, the members agreed that NIEs would be released to USIA automatically unless a member objected at the time an NIE was considered by the IAC; however, it was also agreed that specific IAC action would be required to release SNIEs and that the Board of National Estimates should make its recommendation as to release at the time the estimate is reviewed by the IAC. SNIE 11-58 Possible Soviet Long Range Bomber Development, 1958-1962 a. Approved as amended. b. Agreed to release SNIE 11-58 to USIA. 9. NIE 10-58 Anti-Communist Resistance Potential in the Sino-Soviet Bloc a. The members approved the draft estimate, as amended, and noted the country annexes to this estimate. b. Noted the findings and approved the recommendations in the post-mortem on this estimate. C. Noted the validity study of NIE 10-55, "Anti-Communist Resistance Potential in the Sino-Soviet Bloc." d. No member objected to the release of NIE 10-58 to USIA. 10. Review of Revised NSCID No. 4 The Chairman advised the members of the reaction of the NSC Planning Board and the President's Board of Consultants on Foreign Intelligence Activities to the proposed revision of NSCID No. 4 (The Defector Program), particularly with respect to its general length and the degree of detail it contained, and he suggested that this NSCID be redrafted prior to NSC consideration. Copies of a proposed CIA redraft of NSCID No. 4, and suggested provisions for appropriate DCIDs, were then circulated to the. members. After discussion it was agreed to refer this matter to the Interagency Defector Committee (IDC) for review. With respect to a question 25X1A raised by it was understood that the substance of those detailed provisions of the present draft NSCID No. 4 which may be eliminated from any more condensed version of this NSCID would be incorporated in new proposed DCIDs. GMIC Membership The members concurred in General Lewis's suggestion that, in view of the demands on. Colonel McFarland's time in his capacity as Chairman of GMIC, the Air Force be authorized to nominate another individual as its regular representative on GMIC. 13. Restricted Session At 1235 the members went into restricted session.
