Referenced IAC document, which was issued pursuant to your memorandum to the undersigned, dated 24 February 1953, transmitted terms of reference for establishing and operating a mechanism for subject, and requested the IAC members to designate a member and alternate member to serve on an IAC Source Group. 2. Replies have now been received from each of the IAC Agencies. Copies of these replies are attached. 3. You will note that General Partridge has suggested that con- sideration of the terms of reference should be deferred until CIA negotiations with the military on "agreed activities" have been com- pleted. We would not presume to suggest your reaction to this proposal, but feel it necessary to relay to you an inquiry from Navy which bears upon the G-2 proposal. Navy (Captain Hurd, Code 131, Ext. 53053) has informed this office that Navy has additional revisions to suggest; that Navy would not request delay of the approval of the terms of reference merely to explore the Navy suggestions; but that Navy`would be most happy if approval were to be delayed, in which event the Navy recommendations would be submitted. 5. In view of the above, it would seem desirable to inquire further of the designees as to their views, particularly respecting G-21s formal suggestion and the informal suggestion of Navy. RICHARD D.
