MORANDUNT FOR THE IN'T'ELLIGENCE ADVISORY CO1 NITTEE
SUBJECT: Release of SNIE 11-8-56: LIKELIHOOD OF SOVIET
VIOLATION OF AUSTRIAN NEUTRALITY, to Certain Foreign
Governments
la The Board of National Estirifates has reviewed SNIE
11-8.?56 with a view to its release to certain foreig govern-
ments and regards the following considerations as pertinent:
a. Precedent. The paper appears to fall within the
category of estimates on Soviet activities in areas of mutual
concern which normally are passed to the UK and Commonwealth
countries.
b, Reciprocity. A considerable number of JIC
estimates bearing on Soviet developments or courses of action
have been released to the US over the past few years, including
at least 18 in 1956.
c,. Classification and Sources. Release of this
estimate would not compromise NO RN or intelligence sources
for which CIA is responsible. The Board is not in a position
to ascertain whether release would compromise NOFORN data or
sensitive sources for which other agencies are primarily responsible.

d. Substantive. From a purely intelligence point of
view, the Board woul not regard any particular portion of this
estimate so sensitive as to w arrant deletion in the event of
release. However, the Board notes that much of this paper,
which was undertaken on a crash basis to meet a specific White
House requirement, would probably be of only limited value, if
released, because of rapidly moving events in East Europe.
2. Conclusions. The Board sees no objection, from a
strictly intelligence viewpoint, to release of this estimate.
However, because the paper, taken as a whole, has been, and will
continue to bey substantially affected by current developments,
the Board recommends that SNIE U-8-56 not be released to any
foreign government.
