SUBJECT : Release of NIE 63-56. "P: obable Developments in North
and South Vietnam ThYODUh 1957" to Certain Foreign Government
1. The Board of National Estimates has reviewed NIE b3-56
with a view to its release to certain foxeign governments and regards
the following factors as relevant:
a. Precedent. The pattern regarding release of
estimates on this area has varied somewhat during the
past two years. Of the 1955 estimates, NIE 63y1-55
(North Vietnam) and NIE b3. 1-3-55 (Vietnam) were released

c. Classification and Source. This estimate does not
contain any NOFORN material or compromise intelligence
sources for which CIA is responsible. The Board is not in
a position to determine whether release would involve a
compromise of sources or NOFORN materials for which
other agencies are primarily responsible.
