MEMORANDUM FOR THE INTELLIGENCE ADVISORY COMMITTEE
SUBJECT: Release of NIE 32-56, "The Outlook for Greece,"
to Certain Foreign Governments

1. The Board of National Estimates has reviewed NIE 32-56
with a view to its release to certain foreign governments, and
regards the following considerations as pertinent:
a. Precedent. This estimate supersedes NIE 32-55,
"The Outlook for Greece," 18 January 1955, which was not
released to any foreign government (IAC-P.R 181,
18 January 1955).
c. Classification and Sources. This estimate refers
to no specific intelligence sources for which CIA is
responsible. However, some portions of the estimate, par-
ticularly the discussion of the Cyprus issue (e.g.,
4th sentence, para. 53, 20 June draft), reflect at least
the tenor of various NOFORN CIA reports, and might have to
be sanitized slightly if release were authorized. The
Board is not in a position to determine whether there would
be a compromise of sources or NOFORN materials for which
other agencies are primarily responsible.
d, Substantive. Much of the substantive content of
this estimate appears to be almost per se sensitive, par-
ticularly in view of the extent to which the Cyprus question
