MEMORANDUM FOR THE INTELLIGENCE ADVISORY COMMITTEE
SUBJECTS Release of NIE 27,1-56, "PProbable Developments in Spain,"
to Certain Foreign Governments
1. The Board of Natignal Estimates has reviewed NIE 27.1-56
with a view to its release to certain foreign governments and regards
the following considerations as pertinent:
a. Precedent. The last Spanish estimate, NIB 27.1-54,
"Probable Developments in Spain," 17 May 1954, was not released
to any foreign government (IAC-M-156, Secretaryts Note 2, 15 June
1954).
c. Classification and Sources. This estimate refers to no
specific intelligence sources, and does not ccmpromise any NOFORN
material for which this Agency is responsible. We are not able to

determine whether there would be a compromise of sources or NOFORN
materials for which other agencies are primarily responsible.
d. Substantive. The Board notes that this estimate contains
data on US economic aid (e.g., para. 7 of Advance Conclusions;
paras. 32, 33 and 34 of the 11 June draft), information on US
military assistance and programming (e.g., second sentence, para. 8
of Advance Conslusions; paras. 39, Lil, 42s Li and 45 of the 11 June
draft; US base data on map), and various statements regarding Spain's
relations with the US and other foreign countries, including the UK
(e.g., para. 9 of Advance Conclusions; paras. 48, L9, 50, third
sentence of para. 51, second sentence of para. 52 of the 11 June
draft). Some of all of the information regarding US economic and
military aid is already in the public domain. The Board is unable
to judge whether deletions are necessary, but notes- that if extensive
deletions were made the effect would be to strip the estimate of a
great deal of its substantive content, and perhaps to make any
release undesirable.
2. Conclusion. Subject to the above considerations, and to
review by other agencies of the issue of compromise of intelligence
sources and NOFORN materials, the Board preceives no objection,
purely from an intelligence viewpoint, to the release of this estimate
