MEMORANDUM FOR THE INTELLIGENCE ADVISORY COMMITTEE
SUBJECT: Release of'NIE 100-3-56; "Sino-,Soviet Policy and Its
Probable Effects on Underdeveloped Areas," to Foreign
Governments
1. The Board of National Estimates has reviewed NIE 100-3-56 with
a view to its release to foreign governments and regards the following
considerations as relevant:
a. In general, the IAC has released estimates bearing on the
capabilities and probable policies of the Sino-Soviet Bloc.
At least the great bulk of the so-called "10 Series: Soviet
Bloc" estimates published in 1955 (See IAC-D-45/63, 27
February 1956) and thus far in 1956 have been released ^ 25X1C
Moreover, the Biweekly Report prepared by the Working Group
on Sino-Soviet Economic Activities in Underdeveloped Areas
of the Economic Intelligence Committee of the IAC is
regularly distributed

b. From the standpoint of reciprocity,
c. The estimate refers to no specific intelligence sources,
and does not compromise any NOFORN material for which
this Agency is responsible.
d. With respect to content otherwise, there does not appear
to be any general objection to the release of this estimate.

On the basis of the above considerations, and subject to review by
other agencies of the issue of compromise of NOYORN materials, the
Board perceives no objection from an intelligence viewpoint to the
release of this estimate and 25X1C
recommends such release.
