of these airmen have received a high degree of training as pertains to
air operations. At this time they are both emminently qualified to
handle their respective assignments without supervision and are felt
to be qualified to work at the next highest level with minimum super-
vision.
Z. highly qualified operations supervisor trained to accomplish
specific Project tasks with minimum supervision during periods of peak
activity is mandatory for the following reasons:
a. This Directorate is responsible for the simultaneous
operation of three to four projects involving diversified function*.
b. The Directorate is operated on a shift basis, 24 hours a
day, 1 days a week. The T. 0. under which we are operating was
based on the fact that highly skilled personnel would be available
in order to keep the number of administrative and supervisor y
personnel to a minimum.
3. The specific tasks indicated in paragraph i are in addition to the
aortrial operations supervisors administrative duties and require special-
ized training over and above the normal qualifications of an airman with

4. To allow Lheee men to be transferred to the Air Force at a
time when the operation& workload is projected to be at a high peak is
not corteidered conducive to effective and efficient operational control
of future planned projects. Their transfer would not be consistent with
the present concept of manning the existing T. 0. with a minimum of
Ziighly qualified and already trained personnel.
5. These two airmen have indicated a desire to extend their present
assignment for a period of one year. It is felt that the type and varied
experience gained from this assignment is more beneficial to the airmen
and the Air Force than that of a normal peace time Air Force assignment
within their AFSC.
