SENTRY
1. I have received from the Secretary of the IAC letters from
Secretary Quarles and General Erskine dealing with the subject problems.
which letters have been under consideration by the USIB preliminarily.
I have been meeting with OSI, of DD/I (under the leadership
of General Truscott's office), and more recently with representatives of
the Services to discuss informally proper arrangements for the intelligence
community to be able to exploit ISENTRY for intelligence
purposes. I concur in the attached memorandum which was developed by
the foregoing people (Tab A). QSl had some difficulty with not haav ing CIA
in the Chair. I believe this is not and should not be an issue at this time
though it might be in the future. This present proposal ensures not only
that our interests but those of the other members of the intelligence
community may be brought to bear, would allow us to get some experience
-and would not preclude us from developing different arrangements later on.
Consideration has been given to whether the problem incident to these two
projects might be handled under the AR C. While this would perhaps not
be impossible. I would certainly think that at this stage it best not be
attempted.
