With regard to our recent telephone conversation, the following information is forwarded: a. The CHALICE project was reviewed in detail during 1958. At that time spaces were reduced from 359 to 336. b. In February 1959 the Air Section joined with the special project staff and the Development Projects Division was formed. Spaces authorized the Air Section were reduced from 23 to 10. c. The maintenance and inspection functions of the dice of Logistics wore transferred from AD to DPD along with seven of the 13 authorized positions. Four positions were retained by O/L and two positions were abolished. Although it was anticipated that an additional saving of two or three positions would result, for the present no action has been taken to effect s cut here. d. The liaison function taken over from Division D is under discussion as we are questioning the continued need for these positions on our TIC). e. The above actions have resulted in a personnel codling for DPI) of 371. The merger resulted in a saving positions. A summary showing the disposition of these positions is attached. (See Att. I) f. The DPI? has assisted in working out an arrange- ment whereby the EAOB now stationed in Wiesbaden would be moved to the ZI and organized so that flight line main- tenance, training and operations would be under the authority and responsibility of the detachment commander. When the unit is deployed to the V. S., 99 spaces (approximately) may be moved from Air Force rolls to CIA rolls. In this connection, CIA and Air Force are now in the process of negotiating an arrangement whereby the personnel directly con- trolled by CIA would be carried on CIA rolls and those responsible directly to the Air Force would be carried on Air Force rolls. This could mean a world- wide increase in the number of Air Force personnel carried on CIA rolls. One way of relieving CIA would be to seek DOD agreement to carry the group of people involved under a special DOD category not chargeable to total Air Force spaces, with financial reimbursement from CIA. is the action officer on this project. Z. Of the current authorization of 371 spaces for DPD, 365 are filled at the present time. (See attached list, Att. 2).
