1. PROBLEM
One of the main problems confronting this staff concerns the time
spent by the initiating offices in the resolution of differences with
the various coordinating offices. Some of the more controversial cases
have been delayed as long as twelve months pending final resolution of
differences.
Under the present procedure, the initiating office resolves the
differences separately with each commenting office. If, as a result of
comments accepted by the initiator, substantive material is incorporated
in or deleted from the proposal, this necessitates recoordination of the
new draft since each coordinating office would otherwise be unaware of
substantive changes required by other offices coordinating on the pre-
vious draft.
RECOMMENDATION
It is recommended, in those cases where' controversial issues have
been raised as a result of coordination, that the initiating office
have the responsibility of calling a meeting with representatives of
the Deputy Director (Support), Deputy Director (Intelligence), Deputy
Director (Plans), and the Inspector General to resolve the issues. The
initiating office should chair these meetings and the Chief of the Regula-
tions Control Staff (in addition to being the representative of the
DD/S) could act as the adviser on any editorial, coordinating, or publica-
tion problem that may arise. By this procedure, the approvals of the
Deputy Director (Intelligence), Deputy Director (Plans), and the Inspec-
tor General can be obtained simultaneously at one meeting, thereby

eliminating the lengthy resolution-of-differences process as well as
obviating the necessity for the time--consuming recoordination.
2. PROBLEM
Many complaints have been made in the past that the Manual contains
regulations which are too lengthy and bulky. In short, the readers
have difficulty finding an answer to a policy matter when the regula-
tions contain detailed procedures on the same subject. This has been
a problem
CORRECTIVE ACTION
To meet the problem, this staff with-the assistance of the Deputy
Director (Support) initiated a program to revise the published regula-
tory issuances with the objective of limiting the content of regulations
to policy, authority, and responsibility; deleting unnecessary portions
(such as repetitive definitions); and eliminating all detailed proce-
dures for publication in handbook form. This "new look" in regulatory
issuances will result in shortening the majority of regulations;
completely eliminating some; and combining the essentials of several
related regulations into a single :regulation thus creating fewer and
shorter regulations to coordinate and publish.
