1. The above referenced project is well written and
should be of wide interest in the intelligence commiuntty.
Anson other things this paper suggests that further detail-
ed work on industrial dispersion in the USSR could profitably
be undertaken.
2. The paper takes on added significance because of
resent Soviet discussions of investment and the reorganization
of the planning group.
