Information is needed on exports of cement plants from Bloc countries,
including intra-bloc exports. Is there evidence of competition among
satellite countries in offering cement plants to underdeveloped areas.

EAST GERMANY
There has been some idence that East Germany has decided on the
Berea Peninsula as an alternate to the abandoned BUeen Island site for e
submarine base on the 3altic Sea, Information is needed on the nature
aad extent of aro, construction activity on Dares Peninsula.
East Germany aunounced in May 1956 that construction bee started on an
Elbe-Baltic canal from Xnmlosen, East Germany to the Baltic See at
Wismar. The announced purpose of the canal was to make East Germany (and
Czechoslovakia as well) independent of West German ports. Since there
could be little economic Justification for such a canal if Germane!' were
re-unified, the announcement of the deuision to construct it was probably
a political move designed to force West Germany to negotiate at the
