1. Mission and function of the Branch
The Construction Branch is responsible for producing all source
intelligence on the construction of fixed installations, the production
of construction materials, and on civil defense activities within the
Sino-Soviet Bloc, and such other areas as required, for contributing
to the coordination of such intelligence production within the US govern-
ment, and for contributing, within its field of responsibility, to National
Intelligence Estimates. The scope of responsibility in the construction in-
dustry includes generally costs, methods, capabilities, and material( and
design standards of constructed fixed installations. The scope of responsi-
bility in civil defense activities includes civil defense organization,
tactics and training units with particular emphasis on shelter and related
passive defense construction.
Within its field of responsibility, the Construction Branch functions
are to.
a. Formulate, recommend, and prepare, or coordinate the preparation
of, research programs and intelligence studies bearing on the economic
activities, capabilities, vulnerabilities, and intentions of the Sino-
Soviet Bloc.
b. Provide economic, including current, intelligence support and
technical advice to other ccmiponents of CIA or to other US Government
agencies.
c. Contribute to economic sections of the NIS on Sino-Soviet Bloc
countries.
d. Maintain working level liaison with other US Government agencies.
e. Provide chairmen and/or secretariat for EIC subcommittees.
f. Prepare collection, collation, and exploitation requirements and
provide guidance and evaluation in support thereof.
g. Recommend and work frith, as necessary, consultants and/or consultant
panels to assist in carrying out Branch responsibilities.

h. As appropriate, review and evaluate intelligence reports re-
ceived from US and foreign government agencies.
I. vise, investigate, and develop research methods and techniques
useful in the production of economic intelligence within the field of
Branch responsibility.
2. Areas of interest
a. Geo aghical areas
The interests of the Construction Branch, from a geographical
standpoint, are mainly limited to the Sino-Soviet Bloc countries and peri-
pheral areas. The Branch does have a strong interest in trade or other
agreements entered into by any country with any member of the Sino-Soviet
Bloc which involves construction operations, the furnishing or receipt of
construction materials, construction equipment, technical assistance and
training, or other construction activities of any sort. The Branch is also
interested in certain free world construction activities, particularly in
Southeast Asia and the Middle East.

Construction activV?.ies within the responsibility of the Branch
are limited. to the construction of all types of fixed installations; in-
eluding such facilities as: housing, industrial buildings, dams,bridges,
highways, railroads, airfields, canals, water conservancy projects,
factories, agricultural buildings, guided missile sites, atomic energy,
civil defense shelters, mines, and marine installations.
