SUBJECT: Clarification of Responsibilities for Intelligence re
Telecommunications of O/SI and O/RR.
25X1A9a 1. This subject has been reviewed in meetings with Dr. Millikan,
Mr. Am or for 0/BR and Messrs.
25X1A9a and for a SI.
2. It was agreed to proceed on the basis that O/RR and O/SI are
charged with responsibilities for intelligence coordination, evaluation,
production, and liaison on all aspects of intelligence of foreign tele-
communications systems, equipments and organizations.
3. Although the basic concept of the respective responsibilities
of 0/RR and 01SI in communications appears clear (see Memoranda of
Agreement for the Record between 01SI and 0/RR in the Field of
Communications dated 25 February 1951), there has been some working
level concern about the operational aspects of these responsibilities
and as a result uncertainties and confusion in liaison with outside
agencies has resulted.
4. In order to avoid further difficulties it is agreed that:

Working level liaison and division of functional respon-
sibilities between the communications branches of O/SI and 0/RR
will be simplified by the allocation of communal quarters for the
personnel of these branches in 01SI space in and bY25X1A6a
the assignment of responsibility for coordination of external
contacts and operational liaison to Chief, Communications Branch,
Physics and Electronics Division, 01SI. The details of these
arrangements will be settled by the Administrative people of
0/RR and 01ST
