Re Draft Memo on "Systematic Transmittal of Gaps in Intelligence as
Requirements at the Close of Each Project."
Para. 1:- The phrase "general guidance" in lines 3 and 4 seems inconsis-
tent with the specifics of subpara. 2 (b).
Para. 2 (a) and (b):- The trend is toward doing research less and less
exhaustively. This means that some gaps would otherwise be
filled from available source material and hence the need for
a requirement would be obviated.
Para. 5:- We already have detailed requirement format specifications
from St/I in Office Regulation R 50-8, 30 July 1952 as amended
by Office Notice R 76-52, I September 1953.
General:- Suggest that the final version of this procedure be issued as
an amendment sheet to "Preparation and Submission of Manu-
scripts", 23 January 1952, or "Comments on the Organization
and Preparation of Economic Intelligence Reports," 4 June 1954,
as each analyst of this Branch has been issued a Branch analyst
operations manual which contains those two documents among num-
erous others.
