2. Consideration of Work Program Draft Paragraphs.

Note a: CIA Submission on Metalworking Machinery.
In compliance with the Executive Committee request at the last meeting,
the CIA member submitted a brief paper, dated April 2, on the Sino-Soviet bloc's
supply position with respect to metalworking machinery.
Note b: Summary of Replies to CA 5218.
The Chairman submitted a secretariat draft of summaries of replies to
State CA 5218. Members were requested to contact the Executive secretary with re-
spect to suggested revisions. In the absence of comment the paper would be circu-
lated as an Executive Committee document to be included in the submission of the
Work Program package to EDAC.

The Chairman noted that the Department of Defense member had been requested
to submit a paper in support of their proposal on the C-001 item in extension of the
proposal contained in the Ad Hoc Committee document EDAC D-1276 and the limited
definition agreed to for that document. He added that the CIA paper referred to in
Note a above would accompany the Defense proposal in the overall presentation pack-
age.
The State Department paper on negotiating tactics has been drafted and is
being cleared within the Department of State.
An MDAC staff paper on exceptions procedures applicable to items recom-
mended by the Ad Hoc Working Group was submitted to the Committee. This MDAC paper
will be reproduced as EDAC D-127/6c to accompany the package submitted to EDAC.
A draft memorandum of transmittal from the Chairman of the Executive
Committee to the Chairman of EDAC will be prepared and available for the next
Executive Committee meeting.
In view of the planned consultation with Congress and possible immediate
subsequent approval by the President, it was deemed advisable that the next
Executive Committee meeting would be held as soon as possible after State has sub-
mitted its negotiating paper. Time factors permitting, a tentative date for the
Executive Committee was set for 10:30 a.m., Thursday, April 5, and a tentative date
for the EDAC meeting to be held on Monday, April 8.

2. Consideration of Work Program Draft Paragraphs.
/Note: MDAC submitted revised paragraphs 15 and 22; Commerce presented
its comments on paragraphs 11, 12, 19, and 20. Only paragraphs
9 and 16 (State) still due_7
Decision
An Executive Committee meeting would be called as outlined in Note c. Defense
will be expected to have its paper with reference to item C-001 ready for that meet-
ing. State will be expected to have its tactics paper prepared, and the Chairman
agreed to have a draft transmittal available also at that time.
It was agreed that the submission to EDAC would consist of one paper merging
all paragraphs with the exception of paragraph 21 which would be reported on separ-
ately. The Secretariat would undertake preparation of a 2-column format placing in
juxtaposition the numbered Course of Action paragraphs from 9 through 22 (except 21)
and the Work Program paragraphs as revised at this meeting.
Specific changes as agreed to by the Committee will be incorporated in the above
draft including the following:
a. the grouping together of paragraphs 11 and 12 to demonstrate
that this was part of the ACEP Work Program covered in
Economic Defense Policy;
b. the assignment of paragraph 13 to Working Group III to work
out (select and prepare) guidelines and determine their
appropriateness;
c. paragraphs 9 and 16 would be included as received when sub-
mitted by State and Defense;
d.- paragraphs 17 and 18 were amended giving the assignment to
Working Group III;
e. an amended paragraph 19, already agreed to by Commerce, would
be included in the TMAC draft; the work to implement paragraph
19 was assigned to the Executive Committee;
f. Working Group II was requested to expeditiously look into
paragraph 22 with the NDAC member reviewing available Far
Eastern Panel documents for the necessary information.
