Note a, The Defense member distributed, for the use of the members, a
paper entitled "History of C0COM/C HINCOM" and a chart showing the several pro-
posals for "differential" controls put forth at various stages during the
CHINCOM negotiations. A large part of the history was taken from the first
draft of the 9th Battle Act Report.

The State member announced that circumstances prevented their bringing
this matter before the.Committee at this meeting. It will be presented in
Working Group I early next week for regular handling.
2. Review of Economic Defense Policy (NSC 5704/1)
Decisions
A meeting of the Executive Committee would be held on Tuesday, June 11,
1957, at which time the members felt they could be prepared to present the
proposals of their agencies for drafting a revision of NSC 5704/1. he
meeting was subsequently postponed until 10:00 a.m. Wednesday, June 12_7
The members were also requested to be prepared with the positions of their
agencies on whether the U.S. should participate in a discussion in CHINCOM of
special quotas for China on List II items.
Discussion
The Chairman called attention to POLTO 2925, which he felt was an excellent
analysis of the events in CHINCOM.
There was a general discussion of this message, the over-all control program,
and the U.S. economic defense policy. The members were in agreement that, in
view of the existing circumstances, a revision of the economic defense program
is necessary and, further, that the controls hereafter would have to stand the
strict tests of realism and efficacy but would still have to provide an escape
valve in the form of an exceptions procedure.
