Talks_ Decision The Executive Committee will continue the study and preparation for EDAC with a general understanding that the papers being prepared are focused on the U.S. position for a Consultative Group meeting and are not necessarily for the U.S. position to be taken in the forthcoming _ talks. The Execu- tive Committee will proceed along this line until they are requested to do otherwise. 25X6 Discussion The Chairman said he had hoped that EDAC would be receiving from the Department of State some understanding of what subjects are going to be dis- cussed with the British and the extent to which State would want EDAC assistance and advice with respect to. the questions which it is felt will be raised. He explained that he is concerned as to whether the current preparation of reports in the Executive Committee for EDAC is being done in such a way as to be helpful if EDAC is asked for advice on the talks. 25X6A 25X6 The State member reported that he has learned that will be responsible for the Eon economic warfare, which will also include economic penetration, an will be responsi- ble for the bilateral committee on economic defense matters. He said he did not know what instructions or guidance they have received, but he felt the talks would be fairly informal and that the State Department would use the EDAC structure for exploration of what to say to the He did not think there was any timetable but felt that the talks would probably take place soon, so that they could be completed before the NATO meeting. He added that the discussions are sure to include the subject of COCOM criteria and probably the thermonuclear.:problem.,. Note b. Progress Report of Ad Hoc Subcommittee on List Review The Chairman of the Ad Hoc Subcommittee reported on the status of reports on the remaining categories. He anticipated that the Subcommittee would com- plete its work by the end of this week, except for some "tag ends". Note c. Memorandum to EDAC on Current Conditions in C0COM Decision At its meeting on November 21st, the Executive Committee will discuss the recent happenings in COCOM which have a harmful impact on the control system, preparatory to submitting a memorandum on this subject to EDAC. ffubsequently issued as EDAC D-1L.17 25X1X7 25X1X7 Approved For Release 2001/08/30 : CIA-RDP61S00527A000100180067-5 Approvee,or Release 2001/08/30: CIA-RDP61 SQ27A000100180067-5. SECRET -3- Discussion The Defense member stated that he felt there should be a discussion in the Executive Committee soon on the actions and devices being employed by the other PCs in COCOM to eliminate controls. He cited as an example the recent flow of requests for definitional changes. He felt the matter is getting out of hand and that a report on the problem should be sent to EDAC as soon as. possible, requesting them to determine whether or not the U.S. should call a meeting of the Consultative Group. 1. Review of Draft Paper on "Control Criteria" The draft paper entitled "Control Criteria", as revised at this meeting, met with the approval of all members for submission to MC, See Tab A to EDAC D-li O7 Discussion The members reviewed the above-mentioned paper paragraph by paragraph. It will be submitted to EDAC, along with other papers under reviews in response to the EDAC request that the Executive Committee prepare a U.S. position to be taken in a Consultative Group meeting.
