Meeting of 18 June 1958
Mr. Emcutive Secretary of the EIC, discussed the Econoani,! 25X1A9a
Intelligence Committee--its organization, functions, and how it derives i s
authority, and then explained how the EIC is related to the European Sate:lites.
The Economic Intelligence Committee is a subcommittee of the Intelligence
Advisory Committee and was established in May 1951. The members of the
Committee are representatives of the 5 IM agencies plus a representative of
the Joint Chiefs of Staff. There are 18 non-IAC agencies who maintain associate
memberships on the EIC.
There are 12 subcommittees of the EIC which cover all activities in he
Economic area and in addition a Requirements Subcommittee. There are also three
working groups under the EIC: Standing Group on Bloc Economic Activities in
UbAerdeveloped areas, Standing Working Group on Communist China's Trade a.:d
Transport, and Ad Hoc Working Group on Special Problems.

Dr. Guthe is chairman of the EIC. The EIC is responsible for collation a.Ad coor-
dination of national intelligence and for liaison among the various agent .es. The
Secretariat is made up of 6 people from ORR. The executive secretary of r.-ach
of the subcommittees is from ORR and many of the chairmen of these subcc 4ttees
are also from ORR.
The EIC Secretariat disseminates a list of names, addresses, and te~phone
numbers of all people on these subcommittees and working groups. All har. SECRET
or higher clearance. The list serves as a very useful biographic guide f.'r those
who want to coordinate with another agency, and Mr.

A9a Mr.= pointed out that the functions of EIC are derived from DCID 3/1,
which is a revision of DCID/l. The former is a completely agreed documen~; among
the IAC agencies for the production and coordination of foreign economic Intelligence.
