Reference (a), while intended primarily as a guide for covert collection, actually lists a number of items which could appropriately be collected by overt or semi-overt means. 2. It appears highly desirable that the Armed Services support, and possible assist, CIA collection activities in the clandestine field. 3. It is therefore suggested that the IAC establish a working level committee similar to the CSCIB Intelligence Committee consisting ci one representative from each of the IAC Agencies. It would be the duty of this committee to present to the CIA coordinated intelligence requirements for those high priority items which cannot be collected by any but clandestine means. The priority list should be carefully studied, for possible revision, a intervals of not more than thirty days. 4. In order that the priority lists referred to above be as realistic as possible, and t insure maximum utilization of the resources of CIA, it would be necessary that the members of the committee be briefed on a continuing basis on the capabilities of CIA for clandestine collection, by areas. 5. Similarly. the possibility of participation in such collection activities by the Armed Services, particularly in those areas not covered by CIA, should be discussed with a view to their fullest exploitation. 6. The above proposal, as stated, concerns only the collection of high -riorit intelligence requirements of IAC agencies. It is not intended that this committee concern itself with any counterintelligence or operational matters, such as sabotage, subversion, etc., nor with defector operations which are being handled by the Interagency Defector Committee. 7.
