The above named officers met today to discuss a memorandum of conversation between Mr. Ostroff of OIT and Mr. Houston, the CIA General Counsel, dated 22 May 1951. The substance of the memorandum of conversation referred to wAs the suggestion of Mr. Ostroff that there be a fuller exploita- tion of CIA resources to support further the business of the Enforcement Division of OIT, Commerce. 2. The understandings reached at the meeting today are as follows: In order to provide better intelligence support for OIT,. Commerce, in respect of the movement of goods into the Soviet Orbit: a. 0/RR will develop all-source research as seems profitable with respect to trends or cases in the movement of goods into the Soviet Orbit (giving ticular attention to follow-up requirements to 0/0 and 0 SO). b. The results of this research will be transmitted through 0/SO to the Enforcement Division, OIT, when the case is in the enforcement field. It will be transmitted directly by 0/RR to Commerce when its research deals with matters within the jurisdiction of the Commerce committees on which 0/RR represents CIA. c. 0/SI will collaborate with 0/RR where its research touches this field and the latter will handle the trans- mission of such information as indicated in paragraph b. above. d. 0/RR will work out with 0/O/C necessary arrange- ments for the transmittal of particular reports and any special handling necessary in any research report. It will be appreciated if the addressees of this memorandum will submit any changes considered necessary in th e foregoing paragraph.
