McCool, USN, Joint Intelligence Group Mr. Meffert W. Kuhrtz, Federal Bureau of Investigation SUBJECT: Proposed NSCID on Exploitation of Foreign Language Publications 1. Between 18 April 19+9 and 25 July 19+9 an interdepartmental ad hoc committee on the exploitation of foreign language documents met a number of times to explore measures which can be taken to improve the exploitation of such intelligence for the needs of the IAC Agencies, This committee produced, among other -things, several drafts of an NSCID which would establish responsibility in CIA for overall coordination of exploitation of foreign language documents and for performance of such exploitation centrally as may be necessary to meet the requirements of the IAC Agencies, 2. The last draft of this committee has been slightly modified to take into account the development of JMIA. This is attached. 3. It would be appreciated if you or the-appropriate person in your organization would attend a meeting in Room 2109, M Building, Tuesday, 1 May 1951, at 2:30 P. M. to discuss this proposed NSCID. At that time the objective will be to determine. whether it is the view of the other agencies that such an NSCID should be issued and if so what changes in the proposed draft would be considered desirable.
