2. I have discussed with Colonel Baird the need for
establishing the nuaber of officers from each office which
the training program call annually absorb in order that each
Assistant Director may plan ahead accordingly. Without this
it will be extremely difficult to implement not only this
proposal but other training programs which have already been
entablislIed.

recommendation as guidance in the administration of this
programs
The DD/I area offices will be given the first choice
fill any quota established In any given year for the
State-CIA Field Exchange Program. The DD/I will have
final word on whether offices under his supervision snail
ba assigned to this program.
