SUBJECT: IPC Targets
1. In response to the arrangements for the review of
IPC Targets, the CIA substantive offices have prepared their
targets for Communist China.
. Z At Tab A are economic targets. At Tab B are
scientific targets. In the latter case, they are submitted on
the thesis that none of them are of sufficient importance to
warrant the establishment of operations specifically for their
achievement, but it is believed that they may be collected
against as targets supplemental to major targets. You may
feel that this list should not go to the :IPC but instead be the
subject of joint discussion between r"I, OS.I and myself along
the lines of the program we have developed for OR R. .Please
let me know how you feel about it.
