Dictionary
1. Attached herewith are the following papers bearing upon
subject external research project: Memorandum to AD/IC from
AD/SI; final report on project NSF-CS. dated f August 1953;
"A Glossary of Russian Technical Terms Used in Metallurgy, "
1953. The a noranda:n from I I may be summarized:
"What, if anything, can be salvaged from this disappointing project?"
Z. I recognize keenly. and I am sure that you do too. that
I have no competence in this field. However. I come to these con-
clusi : By and large I would leave the development of lexico-
graphical materials to those engaged in training in foreign languages
in the Agency on the one hand. and to those who. under our current
organization. are responsible for translating and exploiting foreign
language materials.
3. It w ruld be helpful if you would ask FDO to review this
material in such depths as they wish. Perhaps they, will agree
with my conclusion that there is little to be salvaged and that the
beat thing to do is to forget as quickly as possible this expedition
into Interesting but unproductive "support activities" for intelligence
research. If you or your people do not agree with. this conclusion.
may I have the benefit of your recommendations?
4. Needless to say. settling this matter is not urgent, but
if we could come to a conclusion in two or three weeks it would
be appreciated.
