Dissemination of Non-Military Information
1. General Cabett approves of the policy statement
with the following changes:
Para. I should read to In accordance with the
policies and procedures governing dissemination.
Para. 2: same change should apply here.
Para. Zc lb: Insert "directly+" before"pertinent.
Change "c" to read: "which we may
have any reason to believe will
prejudice the U. S. position in
pending negotiations. "
Para. ZcZ: "The Department of State will be
consulted in any case... "" Strike
"The specific approval of the De-
partment of State will be obtained.
2. General Cabetl considers the exchange of letters
with Park Armstrong to be unnecessary and undesirable. He feels
that the Regulation should be a unilateral decision of the Director,
however, we are to show the proposed regulation to State to sea
whether they have any suggestions. He points out that there is
no increase or change of location in the responsibility if the
letters are exchanged and therefore, why do it? He also op-
posed the exchange of inventories as being bureaucratic.
3. With regard to page 6, he has no trouble down to
(g) and there his problem was not with the location of respousi-
bility for dissemination but rather with the question of what

He suggests that in Para. 8, page 7, "Recipient Secur
the two paragraphs be merged to read "The DDP and $C will be
responsible for providing to those responsible for dissemination
information on the security of the proposed recipient govern-
meat... "
