1. By referenced a emorandum you were requested to con-
sider certain questions in the reference facilities field which have
arisen to date in the course of the survey of USIA intelligence
needs.
2. A year ago a survey of the intelligence requirements of
the International Information Administration (predecessor organLze.-
tion of USIA) was conducted. In the course of that survey a list
of continuing intelligence requirements of the International Inforr a-
tion Center Service was prepared. That list, which appears to be
a valid representation of ICS requirements today, is attached.
3. In view of the relevance of ICS needs to your operation,
you are requested to view the attached and comment as to whether
CIA/OCD could provide infort-nation to satisfy these needs or
sot-tie of them.
