4 November 1953, I find an omission that should be made part
of the record,

3 Lyman Kirkpatrick, the Inspector General, asked why
this project had to be reviewed by the Project Review Committee
year after year when it was in fact a continuing project. Mem-
bers of the PRC agreed that ERS support was a continuing pro
ject and that it would not be necessary for PRC to review the
function annually so long as ERS continued to perform its func-
tions for the Agency and the intelligence community in a satis-
factory manner.
4. Gene Wilhelm, who attended the PRC meeting of 4 No-
vember 1953, today verbally verified the above account.
5. I plan to request the Comptroller to make available to the
Sta_t_e_Deimaqment for the support oERSan1arnount not to exceed
