Draft for Inclusion in the USIA
1. Attached is a draft on the above subject which
Mr. Loomis cleared with me. You will recall that you were un-
able to talk with Mr. Loomis about this on I December. In the
that you see anything objectionable in this, I think we could
quest, through Mr. Loomis, a modification in the Com.
's Report, which has probably not yet been completed.
Mr. Loomis was unable to say. of course, whether what he had
proposed to Dr. May would be accepted by the Commission.

will hold it in the rite.
