SUBJECT Wa$ime Mission of CIA
Sot forth below is my suggestion for a revision of paragraph4 of
e DCI's draft instruction on the above subject. It does not alter the
eubstance, the changes being editorial. I have added a paragraph 5 which
takes into account the point raised by Colonel Whits in his paragraph 3.
U this document were now addressed to the DDI and the Special Assistant
it would seem to provide the necessary initial step. Perhaps we would
want to make some changes in those arrangements after the review that
is mentioned in paragraph 5.

as well as to carry on its responsibilities during cold war.
the event that a specific conflict should arise wherein progress
and preparation for CIA's wartime role is clearly incompatable
with progress required during cold war it should be brought to my
attention. The Deputy Directors will report by June 30. 1955,
and thereafter on a quarterly basis, action taken and progress
made including any funds and personnel in excess of current ceil-
ings that may be required toward the accomplishment of any por-
tion of this mission.
I have designated the Special Assistant Planning and
Coordination to review the reports submitted on June 30 and to ad
vise what further action he believes necessary with regard to
planning for wartime."
