Coordination of Requirements
1. You will recall that when we last left the coordination of
requirements problem you requested me to do two things:
a. To go over and see Col. Montgomery and
b. To prepare a list of questions and answers

order of those in Part 11 of the descriptive paper that we sent
to the agencies prior to the meeting which you hold with them.
2. I must report a failure on both of these assignments. With
regard to the second one I fear that my imagination has run dry or
perhaps I never clearly understood what you wanted. With regard to
the first of these perhaps failure depends upon ones point of view. We
sat down with the Pentagon representatives and with State. The Penta-
gon saes absolutely no value whatever to correcting the "slant" in the
paper I prepared. Furtheermnore, they feel that this sort of thing has
really been done formerly in the semi-annual intelligence progress re-
port to the NSC, which by now has become a labor of extreme drudgery
to the community. Our discussion revealed that they. would consider
it much more useful when faced with problems to solve them rather
than to create additional overall machinery.
3. Faced with the foregoing, my recommendation: for the di

position of this assignment is that you dispatch the attached draft re-
port to the Director to the CIA Offices under cover as noted. After' you
have made such peace as is Possible with the offices you could then dis-
